A method for allocating forward error correction (FEC) packets comprises the steps of: generating a weighted model by using error propagation characteristics existing in each layer of a scalable video packet and loss pattern characteristics of a transmission packet in accordance with a channel state; reconstructing the scalable video packet into units for allocating the FEC packets; and allocating the FEC packets based on the weighted model for each layer of the reconstructed scalable video packet.
