Provided are a method and apparatus to improve a mobility problem due to a narrow handover area in a boundary area between virtual cells composed of a plurality of small base stations. According to an embodiment of the present invention, each virtual cell includes a plurality of base stations which performs cooperative communication. An intermediate base station is located in an area whereby at least two adjacent virtual cells overlap among the virtual cells and belongs to a different virtual cell according to a time division method.
