The present invention relates to a high heat dissipation polylactic acid composite material composition and a method of manufacturing the same, and more specifically, to a high heat dissipation polylactic acid composite material composition in which an L-polylactic acid resin, a D-polylactic acid resin, and a carbon fiber are mixed so that heat dissipation and mechanical properties are improved; has a low environmental load effect by replacing to a low-carbon-biomass based material instead of an existing general-purpose polymer resin; and can be used in various industrial material fields such as automobile parts, electronic equipment housing, etc. using the same, and a method of manufacturing the same.
