Provided are a device and a method for operating FACTS devices using a PMU, which can calculate and provide secure reactive power reserve to be obtained by respective FACTS devices by using synchronization data collected from a PMU. The provided device for operating FACTS devices using a PMU comprises: an calculation unit for calculating a voltage stability index on the basis of phasor information inputted from a plurality of PMUs and calculating a secure reactive power reserve of respective FACTS devices on the basis of the calculated voltage stability index; and an output unit for outputting the calculated secure reactive power reserve to the respective FACTS devices.
