The present invention provides a method for manufacturing a foamed glass that has low density and uniform pore distribution by using a waste glass in a simple process without a melting of glass, hydrolysis, or other pre-processes. The method for manufacturing the foamed glass according to an embodiment of the present invention includes a step of preparing the waste glass; a step of adding a bubble forming agent for forming bubbles on the waste glass through a chemical reaction and an oxygen supply agent and forming a pulverized glass by pulverizing the waste glass; a step of forming a molded glass by molding the pulverized glass; and a step of forming the foamed glass including bubbles by heating the molded glass.
