PROBLEM TO BE SOLVED: To provide a ship-ground communication system capable of reducing a communication charge and improving communication speed.SOLUTION: A ship-ground communication system 1 comprises a navigation device 10 and an on-ship communication device 20. The on-ship communication device 20 comprises: a communication line switching unit 22 for switching a communication line according to an instruction of a communication line selection unit 23; the communication line selection unit 23 for selecting a communication line with a server device 9 on the basis of priority; and a communication line information acquisition unit 24 which acquires communication line information including a communication line name, communication line speed, and information on a charge mode of a communication line currently selected by the communication line selection unit 23 from the communication line selection unit 23, and transmits the acquired communication line information to the navigation device 10. The navigation device 10 has a configuration in which communication connection with the server device 9 is permitted or prohibited on the basis of a communication connection propriety determination table and the received communication line information. |
