摘要 <p><P>PROBLEM TO BE SOLVED: To reduce an operation amount of re-encoding processing and decrease processing load on a video distribution apparatus so as to increase distribution performance. <P>SOLUTION: A stream analysis part 203 extracts a stream from a stream storage part 202 and analyses coded information of the stream (reference picture number, motion vector information, block division pattern information on variable block size motion compensation, in-screen prediction mode information and the like). A command reception part 207 receives a command from a video receiving terminal 30. A stream cut-out part 204 cuts out a stream associated with a data ID or attention area information based on the command. A re-encoding part 205 re-uses at least one piece of information of the coded information to re-encode the cut-out stream.
