PROBLEM TO BE SOLVED: To provide a driving scene determination device that prevents driving scenes from being wrongly determined and improves accuracy of determining the driving scenes. SOLUTION: The driving scene determination device 1 includes: a driving scene database 11 which stores driving scene association information that associates vehicle information and road information with the driving scenes; a transition database 12 which stores information indicating whether to permit transition from a certain driving scene to another driving scene; and a driving scene determination part 10 which determines the current driving scene from the current vehicle information and the current road information, based on the driving scene association information and the transition information. The driving scene determination part 10 determines the driving scene associated with the current vehicle information and the current road information to be the current driving scene if the driving scene can be changed from the previous driving scene.
