PROBLEM TO BE SOLVED: To provide a congestion determination device capable of determining congestion factor by a vehicle running near an intersection, and to provide a computer program for attaining the congestion determination device. SOLUTION: A communication unit 12 acquires vehicle information on a running situation of a vehicle. A vehicle determination unit 13 determines whether a vehicle which runs toward an intersection is a right-turn vehicle or a straight-running vehicle, based on the vehicle information. A congestion determination unit 14 determines right-turn congestion by a right-turn vehicle, when a stop position of the right-turn vehicle is on the upstream of a right-turn exclusive lane, and a speed of a straight-running vehicle on the upstream of the right-turn exclusive lane is slower than a speed on a straight-running lane provided along with the right-turn exclusive lane.
