The present invention relates to a manufacturing method for a colored steel plate which is used for the exterior plate of home appliances and the interior and exterior plates for buildings and, more particularly, to a manufacturing method for a colored steel plate, which is to form a printed color layer (412) on the surface of a steel plate by comprising: a step of attaching ink to a printing roll; a step of transferring the ink on a blanket roll from the printing roll attached with the ink; and a step of printing the ink from the blanket roll to a steel plate. The printing roll comprises a core roll and a sleeve. The sleeve has an embossed or intaglio surface in order to transfer the ink onto the blanket roll in a desired shape. Through the manufacturing method, when replacing the pattern printed on the surface of the steel plate, a user can simply replace the sleeve with a new sleeve having an embossed or intaglio surface with a desired pattern.
