The present invention includes: a signal input unit which controls a driving circuit unit and outputs a signal to forcibly shut down the battery power provided to an engine management system (EMS) when the battery power is supplied to the EMS even after the battery power supplied to the EMS is blocked; a driving signal generation unit which generates a pull-down driving signal in response to the signal inputted from the signal input unit; and a pull-down driving unit which pulls down the battery voltage to the ground voltage in response to the pull-down driving signal generated by the driving signal generation unit.
