There is provided a method for manufacturing a plugged honeycomb structure, the method including: a masking step of providing a mask 11 having injection holes 12 formed so that an injection hole gravity center 13 is shifted from a cell opening gravity center 9 in the opening portion 5 of each of cells 3 to be plugged of the honeycomb structure 1, and a plugging material-filling step of supplying a plugging material 31 having flowability into the cells 3 to be plugged from the injection hole 12 with causing repulsion pressure. The method can fill the plugging material in cell end portions of the honeycomb structure so that the cell end portions can be plugged without allowing the cell inside and the outside to communicate with each other.
