The present invention relates to a method of constructing an underwater anchor in the seabed ground, and particularly, to a method of constructing an underwater anchor in the seabed ground using diamond wiring excavation, which can fix and install a underwater anchor in the seabed ground after forming a pipe insertion part in the seabed ground using a diamond wire on which an industrial diamond is attached in order to insert an end portion of a tubular underwater anchor into the seabed ground. The method of constructing the underwater anchor in the seabed ground comprises the steps of: vertically perforating a plurality of vertical insertion holes (3) in the seabed ground; inserting a pair of guide frames (2), which respectively have diamond wires (1) traversing the frames, into the two neighboring vertical insertion holes (3), such that the diamond wires (1) cut the seabed ground located between the two vertical insertion holes (3) in which the guide frames (2) are inserted while doing a rectilinear motion so as to vertically form a plane insertion part (4) between the vertical insertion holes (3); repeating the perforation of the vertical insertion holes (3) and formation of the plane insertion parts (4) relative to the vertical insertion holes (3) so as to form a pipe insertion part (100) corresponding to the shape of a cross section of the underwater anchor (200) in the seabed ground; and inserting and arranging the bottom end portion of the underwater anchor (200) into the pipe insertion part (100), such that the underwater anchor (200) is installed in the seabed ground.
