The present invention relates to a flux and a method for manufacturing the same. More specifically, the present invention relates to a method for manufacturing a flux capable of adjusting phosphorous contents contained in molten steel, and includes: a process of preparing a main material including BaCO3; and a process of heating the main material, and obtaining a BaCO3-BaO pseudo-binary system flux, wherein BaO exists as both solid and liquid. The efficiency of dephosphorization of a flux, used in the dephosphorization process of ferro-manganese, can be improved.
