PROBLEM TO BE SOLVED: To provide a device of manufacturing a pigment dispersion composition which can efficiently manufacture a high-quality pigment dispersion composition.SOLUTION: A device 1 manufactures a pigment dispersion composition by dispersing pigment in a solvent, and is provided with at least one stirring device 2 having rotating/stirring means 4 which stirs the pigment, solvent and dispersion medium stored in a container 8 by rotation, and a rotation drive device 3 which drives to rotate the rotating/stirring means 4.
