PROBLEM TO BE SOLVED: To identify a road section where an unexpected event occurs and determine where in the road section the unexpected event occurs.SOLUTION: An unexpected event detection device 1 comprises a first identification part 21 that identifies a road link where an unexpected event occurs according to probe information produced by a vehicle 4 driving on a road and a second identification part 22 that identifies a block where the unexpected event occurs among a plurality of blocks the road link consists of. The second identification part 22 acquires the number of vehicles passing on each block per unit time according to the probe information regarding the road link identified by the first identification part 21 to identify the block where the unexpected event occurs according to the number of vehicles passing on each block.
