PROBLEM TO BE SOLVED: To realize security in user's participation registration.SOLUTION: A storage section stores group apparatus information in which apparatus information for identifying a terminal device and group information are associated with each other. An apparatus information acquisition section acquires the apparatus information on the terminal device sending a request for the participation registration in a group. A group participation registration section allows the participation registration in the group by the participant user on the basis of the apparatus information acquired by the apparatus information acquisition section and the group apparatus information.
