PROBLEM TO BE SOLVED: To provide a technology for dynamically constructing a network management system applicable to a virtual network or the like for each service to be provided or for every user to utilize the service.SOLUTION: A network management system construction method to be executed by a management engine system includes the steps of: generating a roll component from a roll definition statement described on the basis of a roll hierarchy model in a roll representing a management object of a network; and operating the roll by instantiating the roll component. The roll hierarchy model includes a primitive roll corresponding to a physical substance of the network, and a network element of a higher layer than the physical substance is represented by a roll resulting from hierarchically combining a part of or entire roll formed from a part of or entire primitive roll.
