PROBLEM TO BE SOLVED: To provide a technology for determining communication quality capable of easily grasping abnormality of a communication device by determining the communication quality even when distinguished malfunction such as communication incapability does not occur in the communication device.SOLUTION: An information processing device 2 comprises: index value calculation means 204 for calculating an index value showing communication quality of communication service of a target device on the basis of a communication-related log of the target device; expectation value calculation means 205 for calculating an expectation value for the index value on the basis of a communication-related log which includes a communication-related log not used in calculating the index value and is acquired by communication-related log acquisition means 203; and communication quality determination means 206 for determining communication quality of the target device by comparing the calculated index value and calculated expectation value. where positions shown by communication position information included in the communication-related log used in calculating the index value and the communication-related log used in calculating the expectation value have predetermined positional relation with which communication quality comparable with each other can be expected.
