Disclosed are a method and an apparatus for recognizing the motion of a user by using a 3D image including depth information and a thermal infrared image including temperature information. The apparatus for recognizing motion includes a user detection part detecting a user by using the temperature difference between the user and a peripheral background in the thermal infrared image; and a motion recognition part recognizing the motion of the user by using the depth information in the 3D image.
