摘要 PROBLEM TO BE SOLVED: To provide a modifying method of an aqueous liquid and a modifying apparatus of an aqueous liquid each capable not only of manufacturing, plentifully and inexpensively within a brief period based on a simple structure, a compound of a liquid metal and a dissolved chemical substance usable directly or after having been diluted with water, etc. but also of cleaning sea water, fresh water, potable water, industrial sewage effluent, agricultural and livestock effluents, and various other general effluents and the like.SOLUTION: The provided apparatus includes not only a cylindrical body 12 having, on the cylinder inner wall thereof, a metal ion eluting material 11 but also a rotor 13 configured rotatably in the interior of the cylindrical body; the rotor possesses, on each of rotary blades 20 thereof rotated by a liquid transmitted and streamed through the interior of the cylindrical body, a grinding abrasive material 21; the metal ion eluting material is ground and abraded within a liquid while the grinding abrasive material 21 is being rotated based on the rotations of the rotary blades so as to induce a Kramer effect and to simultaneously induce the mingling, with the liquid, of a fine powder of the metal ion eluting material generated as a result of the grinding abrasion; the chemical component of the liquid is chemically bonded with a newly bared surface of the metal ion eluting material via the fine powder, whereas the liquid is modified as a result of an oxidation-reduction reaction triggered by the bonding of the fine powder produced within the liquid with the chemical component within the liquid.
