Disclosed are a communication system to integrally provide satellite and terrestrial services and a power determining method. The communication system includes a frequency band allocating unit which allocates the same frequency band to a first satellite cell and at least one terrestrial cell which belongs to a second satellite cell which is adjacent to the first satellite cell; and a power determining unit which determines the transmission power of the first satellite cell and the transmission power of the terrestrial cell based on the interference between the first satellite cell and the terrestrial cell generated according to the allocated frequency band.
