The present invention relates to a resource management device that manages the resources of a plurality of base stations and that includes: a load information management unit that manages load information on the plurality of base stations; a neighboring base station list management unit that manages a list of neighboring base stations to each base station; and a resource allocation unit that varies the amount of resources allocated to any base station on the basis of load information on that base station and at least one neighboring base station of said base station when a resource allocation request is received for that base station from among the plurality of base stations.
