The present invention relates to a C crimping device which bends both edges of a plate in a width direction to ensure the roundness without affecting the performance of a steel pipe when manufacturing a high strength steel plate, especially a UOE steel pipe using the high strength steel plate. The C crimping device comprises a molding unit including a pair of C crimping units having a curved surface on a position corresponding to both edges of the plate in the width direction and a pair of punches disposed adjacent to the inner side of each C crimping unit in the width direction and having a protruding curved surface toward the lower surface; and a lower molding unit having a curved surface corresponding to the shape of the C crimping units and the punches.
