PROBLEM TO BE SOLVED: To extract a specified region from an input image with high accuracy.SOLUTION: A first region R1 estimated to have high probability of being a specified region RA and a second region R2 estimated to have high probability of being a background region RB are set in an input image on the basis of a major axis L of the set specified region RA; a first evaluation value representing a likelihood that a density value represents the specified region RA is calculated in each density value on the basis of a density histogram of each pixel in the first region R1 and a density histogram of each pixel in the second region R2; a second evaluation value representing a likelihood that two adjacent pixels represent a contour is calculated on the basis of the first evaluation value respectively corresponding to the two adjacent pixels in each of two adjacent pixels in an input image I; a connection cost between a plurality of apexes respectively representing respective two adjacent pixels of the input image I is set on the basis of the second evaluation value; and the specified region RA is extracted from the input image I by connecting the plurality of apexes on the basis of the connection cost.
