PROBLEM TO BE SOLVED: To provide an organic electroluminescent element capable of improving light extraction efficiency, and a light emitting device.SOLUTION: An organic electroluminescent element according to an embodiment comprises: a first electrode; a reflective layer provided so as to face the first electrode; an organic light emitting layer provided between the first electrode and the reflective layer; a second electrode provided between the organic light emitting layer and the reflective layer; an optical buffer layer provided between the second electrode and the reflective layer; and a plurality of light extraction parts provided at at least one of a side where the second electrode in the optical buffer layer is provided, a side where the reflective layer in the optical buffer layer is provided, and an inside of the optical buffer layer, and having a refractive index different from the refractive index of the optical buffer layer. |
