PROBLEM TO BE SOLVED: To automatically provide a user with a target more suitable than a target set by the user.SOLUTION: An information processor 11 includes a target information reception part 111, a hierarchy determination part 112, a target information extraction part 113, and a target information transmission part 114. The target information reception part 111 receives target information showing contents of a user's target from a user terminal 12. The hierarchy determination part 112 determines a hierarchy of the target information received by the target information reception part 111 on the basis of a target management DB 131 for storing a plurality of pieces of target information and the accomplishment state thereof in a hierarchic structure. The target information extraction part 113 extracts target information belonging to a hierarchy different from the hierarchy of the target information determined by the hierarchy determination part 112 from the target management DB 131. The target information transmission part 114 transmits the target information extracted by the target information extraction part 113 to the user terminal 12.
