PROBLEM TO BE SOLVED: To improve recognition rate by greatly reducing the number of combinations of patterns to be compared in voice recognition.SOLUTION: A semiconductor integrated circuit device for voice recognition includes; a signal processing unit for generating a feature pattern showing a distribution state of frequency components of an input voice signal; a voice recognition database storage unit for storing a voice recognition database including a reference pattern showing a distribution state of frequency components of a plurality of phonemes; a conversion list storage unit for storing a conversion list expressed in character data and including a plurality of words or sentences which become candidates for conversion; a reference pattern extraction unit for extracting a reference pattern corresponding to character data showing a beginning syllable of each of the words or the sentences included in the conversion list from the voice recognition database; and a coincidence detection unit for detecting coincidence of syllables by comparing the feature pattern generated from the beginning syllable of the voice signal with the reference pattern extracted by the reference pattern extraction unit.
