PROBLEM TO BE SOLVED: To provide a charging apparatus and charging method for secondary cell.SOLUTION: The charging apparatus includes: a voltage detector that detects a voltage between terminals of a secondary cell; a current generator that generates a current for charging the secondary cell and outputs the current into the terminals of the secondary cell; and a controller that controls the current generator on the basis of a voltage value detected by the voltage detector, and is configured so that a direct current in which the direction of a current between the terminals is constant is input into the terminals of the secondary cell and the direction of a current between the terminals is periodically reversed intermittently in a charging section into which a direct current is input.
