Disclosed are a method and an apparatus for decoding received packets in broadcasting and communication systems. The method according to the present invention for decoding received packets in broadcasting and communication systems includes a step of reorganizing a source block by arranging source packets received from a transmitter on a two-dimensional array having the width of a given symbol size and determining one or more dissipated and fragmented encoding symbol identifiers (E-SESI) corresponding to one or more source packets which are not successfully received in the reorganized source block; a step of determining the number of dissipated symbol units from one or more the E-SESI with respect to each of a plurality of symbol units for forward error correction (FEC) decoding among the source blocks; a step of selecting one symbol unit for FED decoding among the symbol units according to the number of the dissipated symbol units; and a step of performing the FED decoding with respect to the reorganized source block according to the selected symbol unit.
