The present invention relates to a method for suggesting a contextual code list based on the action of a developer and a code list suggesting device using the same capable of selecting and suggesting program elements which can be referred by the developer in a current action among program elements written in advance by the developer by analyzing the current action of the developer based on the past action of the developer, wherein the method comprises a clustering step for generating at least one clustering group by clustering after securing at least one program element through tracking and analyzing the action of the developer; and a suggesting step for selecting and suggesting program elements to be used after program elements currently being used by the developer by analyzing the current action of the developer based on at least one clustering group.
