PROBLEM TO BE SOLVED: To provide an image reading device capable of executing abnormality handling processing set in advance, when a document to be a reading object includes a high-reflectance portion; and an image forming apparatus.SOLUTION: An image reading device comprises: an LED light source 121 that irradiates a document with light; a CCD 16 that outputs an analog signal indicating image data of the document on the basis of reflection light from the document; a CDS 421 that clamps the analog signal output from the CCD 16 at least in a line period; and an ADC 423 that converts the analog signal output from the CDS 421 into a digital signal. The image reading device detects the amplitude of the analog signal output from the CCD 16, and when the detected amplitude of the analog signal is equal to or more than an abnormal amplitude set in advance, executes abnormality handling processing set in advance.
