PROBLEM TO BE SOLVED: To monitor traffic of a plurality of communication networks.SOLUTION: A monitoring device 1 comprises: processing means 121 which receives traffic data from a monitoring object apparatus belonging to a monitoring object network 10, and stores the received traffic data in traffic storage data 143 by associating it with an identifier of the monitoring object network 10 and an address of the monitoring object apparatus; analysis means 122 which extracts traffic data per monitoring object network 10 from the traffic storage data 143, and associates and stores traffic analysis data 144 generated from the extracted traffic data with the identifier of the concerned monitoring object network 10; and analysis provision means 123 which outputs the traffic analysis data 144 associated with the identifier of the monitoring object network corresponding to an input identifier of a user on the basis of access right data 145 when a reference request for analysis data together with the identifier of the user is input.
