PROBLEM TO BE SOLVED: To provide a thermal transfer sheet obtained by providing a dye layer and a thermally transferable protective layer in order on a substrate sheet, which has glossiness and can prevent the appearance of scorch without being thermally fused with a thermal transfer image receiving sheet and matting a printed matter surface.SOLUTION: There is provided a thermal transfer sheet 1 obtained by providing a dye layer 3 and a thermally transferable protective layer 4 in order on a substrate sheet 2. The substrate sheet 2 has a steam permeability of 0.1 g/m. 24 hr/0.1 mm or more and 2 g/m. 24 hr/0.1 mm or less.
