PROBLEM TO BE SOLVED: To provide an image encoding device capable of recording encoded data for a desired period of time in a recording medium having a predetermined storage capacity in a VBR encoding method.SOLUTION: An image encoding device 200 includes: an image encoding section 19 that encodes plural continuous input images and generates plural encoded data constituting an image data; an average image complexity calculation section 25 that calculates average image complexity in a cycle of fluctuation of the complexity of the input image on the basis of the plural encoded data; and a code amount control section 26 that controls the code amount of the encoded data generated by the image encoding section 19 on the basis of the average image complexity.
