PROBLEM TO BE SOLVED: To provide a light-emitting device of a large amount of light, and a lighting device which uses the light-emitting device and which is inexpensive and has high reliability.SOLUTION: A light-emitting device according to the present embodiment comprises a substrate, a first light-emitting element group, a second light-emitting element group and a terminal group. The first light-emitting element group includes a plurality of first light-emitting elements mounted on the substrate. The second light-emitting element group includes a plurality of second light-emitting elements mounted on the substrate in parallel with the first light-emitting element group. The terminal group includes a plurality of terminals electrically connected with the first light-emitting element group and the second light-emitting element group and is arranged on the substrate in a first direction in which the first light-emitting element group and the second light-emitting element group are arranged in parallel with each other, and in parallel with the first light-emitting element group and the second light-emitting element group on the side of the first light-emitting element group opposite to the second light-emitting element group.
