In a disaster information system, in order to achieve expansion of provided services so as to allow collection of a variety of information and early recovery of lost functionality in a disaster response infrastructure network, a disaster information management device which collects disaster information through a network is provided with: a terminal information acquisition unit which acquires terminal information including current position and identification information of a portable terminal; a need information generation unit which generates needs information, including information related to needs which can be satisfied by operation of an apparatus, on the basis of received disaster information; and a request information generation unit which, on the basis of the terminal information and the needs information, generates and transmits request information, which requests operation of an apparatus necessary to satisfy the needs at a needs occurrence location, to a portable terminal which is within a predetermined distance from the needs occurrence location. |
