The system has a boiler (20) for producing heat energy with an air or water. A radiation emitting unit (22) emits radiation in infrared spectrum, and comprises a chamber (34) that is fed with fluid by the boiler. The chamber is provided with internal fins. A temperature sensor (48) is arranged for determining temperature of the chamber or temperature of the fluid i.e. air, between the boiler and the radiation emitting unit. A control unit (46) controls the operation of the boiler according to the determined temperature.
