A device for monitoring a refueling amount and a system for monitoring a refueling amount are provided. According to embodiments of the present invention, the device for monitoring the refueling amount and the system for monitoring the refueling amount clearly monitor the modulation of a pulse signal inputted by a pulse generator and the modulation of the refueling amount displayed by being calculated by a refueling controller when refueling. The device for monitoring the refueling amount and the system for monitoring the refueling amount directly report detected modulation or forging to an upper inspection institution with a communication network or enable a user to directly confirm the modulation and forging with a mobile terminal in a short distance. Therefore, the present invention enables real-time based monitoring about the modulation of the refueling amount and systematic management and can reduce monitoring costs and management costs of a lubricator.
