PROBLEM TO BE SOLVED: To provide a generating method of a growth base material for reducing work processes for generating the growth base material to be blown to a slope surface as much as possible and preventing a closed state from being generated in a conveyance hose. SOLUTION: Soil 2 is supplied to an agitation tank 1 and an absorbent 3 is added while agitating it. Moisture contained in the soil 2 agitated in the agitation tank 1 is absorbed by the absorbent 3 so that adhesive force of clay/silt portions is reduced, and the soil 2 is turned into soil particles by the agitation force in the agitation tank 1. Thereafter, a flocculant 4 is added while continuing agitation in the agitation tank 1, and the soil particles and the flocculant 4 are dispersed and mixed to generate the growth base material 5. When the growth base material 5 generated in such a manner is discharged to the conveyance hose 9, the growth base material 5 is sent out to a blowing nozzle 13 by compressed air from a compressor 12 and blown to the slope 14. At the time, since the dried soil particles and the flocculant 4 are dispersed and mixed in the growth base material 5, there is no risk that the clay/silt portions are stuck to the inner wall of the conveyance hose 8 causing the closed state.
