PROBLEM TO BE SOLVED: To suppress degradation of image quality of a formed image even if there is a surface fall of a polygon mirror. SOLUTION: A writing timing decision part sequentially sets each dot of the line number 2 to the target pixel, increases the count in the direction to quicken the writing timing (quick count), when the pixel on the upper diagonal right is other than the white, and increases the count in the direction to delay the writing timing (slow count), when the pixel on the upper diagonal left is other than the white. Then at the end, the writing timing decision part compares the numbers of the quick count and the numbers of the slow count, and when the number of quick count is larger than the number of the slow count, quickens the writing timing, when the number of quick count is smaller than the number of the slow count, slows the writing timing, and when the number of quick count is equal to the number of the slow count, does not change the writing timing.
