The present invention relates to an apparatus and a method for call processing. The disclosed apparatus for call processing includes: a detachment determination unit that determines a point in time when a terminal device attached to a communication network is required to be detached; an information collection unit that collects characteristic information of a service which is provided to the terminal device at the point in time when the requirement for detachment is determined; a detachment rule storage unit in which a detachment allowance rule is stored; a detachment sorting unit that sorts and classifies detachment targets by checking whether the characteristic information matches with the detachment allowance rule; and a detachment request unit that requests detachment to the terminal device classified as the detachment target. Accordingly, because the detachment target can be sorted to request the detachment even at a point in time when the detachment request with respect to the terminal device is required, the detachment may not be requested during a specific service (for example, VoLTE service), and the occurrence of service disruption is prevented.
