The present invention relates to a filter for filtering air applied to a fixed electrode and an air cleaning device including the filter and, more specifically, to the filter for filtering the air applied to the fixed electrode and the air cleaning device including the filter capable of improving the applicability of the filter using an external magnetic field recognition method; capable of fixing one or more electrodes, in which the external magnetic field is applied, in an air flowing path in order to increase the convenience of maintenance; capable of directly forming the other electrodes on the surface of filter media; capable of enabling a user to just replace the filter media, in which the electrode is formed, without using a special case; capable of remarkably improving usage time by applying the roll-shaped filter media to the filter; and capable of remarkably improving the convenience of the maintenance.
