The present invention relates to a composition using a steel making byproduct comprising calcium oxide-based powder, ladle slag, and a byproduct mixing base material of a steel making process. The byproduct mixing base material comprises at least two among dust, scale, and sludge. According to an embodiment of the present invention, the formed product is manufactured by using the calcium oxide-based powder and the ladle slag, so a content of sulfur inside the formed product can be reduced by reaction of the calcium oxide-based powder and the ladle slag. Therefore, processing costs of sludge, which could not recycled due to a high content of sulfur, can be reduced. Moreover, the amount of secondary dust can be reduced since a beginning and long-term strength can be strengthened, and a process can be simplified since not passing through a drying process of the byproduct mixing base material. Moreover, a low price formed product can be manufactured by using the calcium oxide-based powder which is a low price material.
