PURPOSE: A surplus electricity processing device of a fuel cell vehicle capable of preventing the partial overheating of a heater is provided to install a heater in the direction which is not perpendicular to the progressive direction of cooling water, thereby improving the degree of spatial freedom. CONSTITUTION: A battery is provided with the power supply from a fuel cell stack. A cooling water inlet(210) is formed on one side of a case. A cooling water outlet(220) is formed on the other side of a case. The case circulates cooling water. A surplus electricity runout unit comprises a heater(130). The heater is connected to the battery or to the fuel cell stack. A guide vane(500) guides cooling water to the central part of the installation space of the heater.
