The blade has a driving zone (1) for rotating the blade and a collecting zone (3) for fighting against natural displacement of a structure, where the structure works together with regulation of relative speed. The blade is rotated around an axis and generates bearing pressure by using a driving surface to reduce relative speed of an environment of the blade when the blade is confronted with displacement of fluid surrounding the blade. The driving and collecting zones are fixed on an axis of rotation.
