Disclosed are a method and an apparatus for designing a ring network. The method of designing a ring network according to the present invention comprises the steps of: generating a network graph including a plurality of nodes and a plurality of links between the nodes; converting the usability of the links into costs in the network graph; searching a main ring with minimum costs among the rings including the nodes and the links; searching a sub-ring with minimum costs among the rings linked to the main ring; and generating the ring network by coupling the main ring and the sub-ring.
