PROBLEM TO BE SOLVED: To provide circuit switch fallback procedures.SOLUTION: When a message to user equipment is sent via a mobile switching center 814 and an interworking solution 810, the mobile switching center 814 and the interworking solution 810 determine whether the message belongs to a first set of messages or to a second set of messages, filter or discard the message when the message belongs to the first set of messages, and send the message through tunneling when the message belongs to the second set of messages. The first set of messages are 1*native messages unsupported for tunneling to user equipment, and the second set of messages are 1*native messages supported for tunneling to the user equipment for circuit switch fallback procedures. |
