PROBLEM TO BE SOLVED: To generate reproduction data where voice messages are selected and aligned within a limited time so that a listener can easily understand.SOLUTION: A reproduction data generation device is provided with: weighing means for setting weight in accordance with attribute information with respect to a plurality of voice messages; scheduling means for selecting one or more voice messages from the voice messages on the basis of the weight of the voice message and determining order of reproduction of the selected voice message on the basis of the attribute information so that a total sum of reproduction time is within a limited time; reproduction data creation means for generating reproduction data where the voice messages are aligned and combined according to the order of reproduction; and transmission means for transmitting to a user terminal the reproduction data or link information to the reproduction data.
