Disclosed are a variable intake manifold for an internal combustion engine and a variable air intake device using the same. The variable intake manifold includes an intake port through which external air flows; first and second outlet ports through which the external air fed via the inlet port is discharged via different passages; a partition dividing a part of a first intake passage extending from the inlet port to the first outlet port and a second intake passage extending from the inlet port to the second outlet port into an upstream passage and a downstream passage. The lengths of the partitions positioned in the first and second intake passages are set to be different, and a port flap valve device for opening or closing the downstream passage is provided to form tumble flow and swirl flow which are strong against the intake air fed to the combustion chamber.
